On the APWSL-Korea's Proposal on Korea-Japan Exchange Program

APWSL Japan is discussing about APWSL-Korea's proposal on "Korea-Japan Exchange Program", which was brought to us by Rev. Jang Chang Weon during the APWSL Regional Coordinators Conference of last November.  Rev. Jang Chang Weon suggested that a group of about 50 Korean workers would like to visit Japan in early 2007.

APWSL Japan welcome the proposal and is willing to do our best for the success of the Exchange Program.  As the result of the discussion among ourselves, the Osaka (Kansai) group will take responsibility in preparing and organizing the program in cooperation with APWSL-Korea.

<br> 

At the first stage of the preparation, we have to clarify some points.  We have some concerns on the "timing" and the "contents" of the program.  We want our friends at APWSL-Korea to consider the following points.

<br>1. Timing

<br> 

As you know, we have a tradition of "Shunto" (Spring Labor Struggles) and all our affiliates and friendly unions are concentrating their efforts in this campaign from January to early April.  In addition, nationwide local elections will be fought in March to April.  Therefore this period is not the best choice for a fruitful exchage.

<br> 

We also have to explain that May Day rally in Japan is a kind of "festival" (amid a week of national holidays) and it has not any class-struggle aspect nor internationalist spirit.  Therefore, it is not the best choice, either.

<br> 

We guess it is best to organize the Exchange Program in May or June.

<br> 

<br>2. Venue

<br> 

As the Osaka (Kansai) group will take responsibility in organizing the program, the central venue of the program will be Osaka.  Although we can arrange visits to other cities or regions in Japan, we want to remind you of the expensiveness of local trips here.

<br> 

<br>3. Lodgings and Interpreters

<br> 

It is very difficult for us to provide lodgings for 50 people with reasonable cost.  We suggest that some "package tours", which include hotels, might be more reasonable.

<br> 

Securing interpreters is another problem.  Isn't it possible that you include some interpreters (Korean/Japanese) in your delegate?

<br> 

<br>4. Themes of the Exchanges

<br> 

In order to arrange the meetings and exposures that best meet the expectation of the participants from various fields, we want you to give us an idea of the composition of the delegate at an early stage.  We can ask cooperation from groups or activists that have experiences and networks in each specific field ot theme.  However, we are sorry that we may not be able to provide Interpreters for all meetings and exposures (if there are too much requests).

<br>5. A Separate Meeting of APWSL

<br> 

Besides the proposed program, we want to have APWSL's internal discussion of limited number of "steering members" from APSWL Korea and Japan to discuss on the development of the international activity.

<br>
